How to Check if a Used Car is ULEZ & Clean Air Zone Compliant

How to Check if a Used Car is ULEZ & Clean Air Zone Compliant

Whether you are navigating the expanded London Ultra Low Emission Zone (ULEZ) or driving through Clean Air Zones (CAZ) in cities like Birmingham, Bristol, or Sheffield, emissions regulations have completely changed how we buy and sell used cars in the UK.

If you accidentally buy a non-compliant vehicle from a private individual, you could find yourself facing unexpected daily charges of up to £12.50 just to drive it off your own driveway.

Fortunately, checking compliance is incredibly simple once you understand the basic rules. Before you buy or list a vehicle, here is exactly how to ensure it meets the emissions standards.

1. The Golden Rule of Engine Standards

You don’t always need an official checker to guess if a car is compliant. The regulations are based on the car’s Euro Emissions Standard, which is tied directly to the year the vehicle was manufactured.

  • Petrol Cars (Euro 4 Standard): To enter emissions zones free of charge, a petrol car must meet Euro 4 rules. As a general rule of thumb, almost every petrol car registered in the UK after January 2006 is automatically compliant.

  • Diesel Cars (Euro 6 Standard): The rules are much stricter for diesels. To be exempt from charges, a diesel car must meet Euro 6 standards. This means most diesel cars registered before September 2015 will trigger a daily fine.

  • Electric Cars: All pure battery electric vehicles (BEVs) are 100% exempt from ULEZ and city CAZ charges nationwide.

2. Knowing the City Zones: London vs. The Regions

Not every city charges standard private cars. Knowing the difference between the classes of Clean Air Zones can save you from passing on a perfectly good car.

City / LocationZone TypeDoes it Charge Private Passenger Cars?Daily Fee (If Non-Compliant)
Greater LondonULEZ (All Boroughs)Yes (Petrol and Diesel)£12.50
BirminghamClass D CAZYes (Petrol and Diesel)£8.00
BristolClass D CAZYes (Petrol and Diesel)£9.00
Bath, Bradford, Sheffield, NewcastleClass C / B CAZNo (Only charges taxis, vans, and HGVs)£0.00 for private cars
Scottish Cities (Glasgow, Edinburgh, Dundee, Aberdeen)LEZBanned entirely (Non-compliant cars face a minimum £60 penalty notice; you cannot pay a daily fee to enter).Penalty Notice

3. How to Verify a Car’s Status Before Buying

Never take a private seller’s word that a car is “ULEZ free.” Always check it yourself using the official, free government tools before making an offer.

1.Ask the Seller for the Reg Plate:Get the registration number from the listing.

A genuine private seller will always display their registration plate or provide it over text. If a seller hides the plate in photos and refuses to give it to you, treat it as a major red flag.

2.Run a London ULEZ Check:Use the official TfL vehicle portal.

If you live in or near the capital, input the registration plate directly into the official Transport for London (TfL) Vehicle Checker. This will give you a definitive “Compliant” or “Subject to the daily charge” status.

3.Run a Regional CAZ Check:Use the GOV.UK database.

If you live outside of London, use the official GOV.UK ‘Drive in a Clean Air Zone’ tool. This single portal checks the car’s compliance across Birmingham, Bristol, and all other regional charging zones simultaneously.

Why Sellers Must Advertise Compliance

If you are selling a car privately that is Euro 4 petrol or Euro 6 diesel, you should scream it from the rooftops in your listing description.

With demand soaring for affordable, compliant runabouts, adding the phrase “ULEZ Free / CAZ Compliant” to the very top of your marketplace listing will instantly make your vehicle twice as attractive to buyers looking to escape local transport penalties.
